Primestor Development broke ground for Phase II of Plaza Del Sol in South El Monte, Calif. When completed, the project will contain 168,291 sq. ft. of retail space. Opening is scheduled for winter of 2009.

CB Richard Ellis Group, Inc. announced a series of appointments. Robert E. Sulentic, currently CEO of the company's development services business, will be the new CFO. Jim Groch was appointed chief investment officer for corporate finance and strategy. And Gil Borok will be CFO for the Americas.

Edens & Avant promoted Sam Judd to vice president of investments. Most recently, Judd served as director of investments for the Mid-Atlantic region.

Thomas J. Klutznick Co. appointed John F. Klutznick and Daniel T. Klutznick as principals, to replace retiring founder and president Thomas J. Klutznick. Thomas Klutznick will serve as chairman emeritus with the firm. The company has also changed its name to the Klutznick Co.

Sperry Van Ness/Paradigm Commercial Real Estate Group appointed Wendy Supino as senior investment advisor in its retail services division. Prior to joining Sperry Van Ness/Paradigm Commercial, Supino worked as a real estate manager with a national retailer.

John DeWald & Associates, in conjunction with Phase 3 Properties, Inc. and Fidelity Investments, started construction on Pacific Station, a $40 million mixed-use redevelopment project in Encinitas, Calif. When completed, Pacific Station will include 40,000 sq. ft. of retail space, 9,000 sq. ft. of office space and 47 residential units. Completion is scheduled for late 2009/early 2010.

St. John Properties, Inc. will redevelop the former North Point drive-in theatre in Dundalk, Md. into 160,000 sq. ft. of retail space.

MGHerring Group opened Phase II of the Village at Allen, a 3-million-sq.-ft. mixed-use center in Allen and Fairview, Texas. Phase II includes more than 275,000 sq. ft. of retail and restaurant space.

Little hired David Kepron as studio principal of store design in its New York City office.

Planned Community Developers, Ltd. started construction on Phases II and III of Lake Pointe Village, the retail component of Lake Pointe Town Center, a 190-acre mixed-use project in Sugar Land, Texas.

Stirling Properties will develop four Walgreens drugstores throughout Louisiana. Stores in Lafayette, Kenner and Meraux will open in the fourth quarter of 2009. A store in Denham Springs will open in the second quarter of 2010. Stirling already completed a Walgreens in Zachary, La.

Centro Properties Group completed Western Hills Plaza, a $6.4 million redevelopment of a community shopping center in Cincinnati, Ohio.

Jones Lang LaSalle appointed David Hand as investment head for China. Previously, Hand served as managing director of Jones Lang LaSalle Beijing and head of the China retail business.

David Hirschman Realty Company, Inc. appointed Susan Preisler as assistant vice president of its retail division. Prior to joining David Hirschman Realty, Preisler served as a sales associate with NRI Commercial Properties, LLC.

Cohen Financial appointed Joseph Franzetti as head of its expanded debt advisory services platform. Prior to joining Cohen Financial, Franzetti served as managing director with NY Credit Advisors.
