Refreshing Development

Westfield is planning to build a third mall in Los Angeles' San Fernando Valley between two it already owns on Topanga Boulevard in Woodland Hills. Unlike the neighboring Westfield malls, the new Westfield Village at Topanga is designed on a village concept, with everything outdoors and includes a 360,000-square-foot office tower, 160 market-rate apartments and a 300-room hotel.

When completed, the 550,000-square-foot center in the $750 million mixed-use project will bring Westfield's retail holdings in Woodland Hills, a suburban Los Angeles community, to 3.8 million square feet. The center will rise along Victory Boulevard between the Topanga Mall on the south and Westfield Promenade to the north.

According to a Westfield spokesperson, a plan to connect the three centers is still under discussion, with ideas being tossed around that range from trolley and shuttle service to pathways and a subway.

The ground-breaking on the new project is still a long way off, as the environmental impact report will take a minimum two years to complete.

“Importantly, the Westfield revitalization plan proposes less square footage than existing entitlements and, therefore, fewer negative impacts, while at the same time providing significantly greater economic benefit to the city,” says Los Angeles city councilmember Dennis Zine, whose district includes Woodland Hills.
