Kahl & Goveia, a real estate development, acquisition and management company based in Laguna Beach, Calif., hired Thomas E. McDonough as partner. McDonough was formerly the national director of acquisitions and dispositions for Regency Centers Corp.

RiverRock Real Estate Group named Sally Vogel managing director of its newly formed retail group. Prior to joining RiverRock Real Estate Group, Vogel was a senior leasing representative for 15 grocery and major anchor centers that totaled over 3 million square feet at Pan Pacific Retail Properties.

Leopardo Construction completed the 400,000-square-foot Poplar Creek Crossing shopping center in Hoffman Estates, Ill. The center is anchored by a 124,000-square-foot Target store and joined by other national retailers, including T.J. Maxx, Linens ‘n Things, Michaels Crafts, Cost Plus World Market, OfficeMax, PetSmart, Kirkland's and others.

Greenberg Gibbons Commercial Corp. hired Thomas M. Fitzpatrick as its new Chief Operating Officer. Fitzpatrick most recently served as a senior vice president of asset management, with The Rouse Co.

The Goodman Company formed a joint venture with land owners Lake County Gateway, LLC and Phoenicia Development, LLC of Orlando, Fla. to develop the 1.2-million-square-foot Plaza Collina, a mixed-use project.

Stirling Properties unveiled the plans for the 600,000-square-foot Stirling Bossier (La.) Shopping Center. Opening is slated for Summer 2006. The center will be anchored by Target and Belk.

CBL & Associates Properties, Inc. promoted Bill McCabe and Geoff Smith to Vice Presidents — Development. They will be responsible for community center developments and open-air projects in the northeast and southeast regions of the country, respectively. McCabe joined CBL in July 1995 as assistant project manager in the New England regional office community center development division. Smith joined CBL in June 1999 as a project manager in the community center development division and most recently served as director.
