Discounting a possibility for German retailers

Berlin – The German lower house of Parliament recently voted to abolish laws from the Nazi era that prohibited retailers from using discounts and promotional offers to gain business. The change in the law, which could be approved by the upper house later this month, was ruled against repeatedly in recent years. However, German business has been suffering as consumers have increased their online purchases from retailers located in other countries.
If the change is approved, the Discount Law and the Free Gift Act will be abolished. Hitler enacted the former in 1933, which limits discounts to 3% of list price outside designated sale times. The Free Gift Act was passed in 1932 and forbids retailers from giving away most promotional items.
